With 40 cards, each card has a 2.5% chance of being picked (1÷40×100). There are 9 numbers worth less than ten, so there is a 22.5% chance of a number under ten being picked (2.5×9=22.5). There are 2 multiples of 15 worth less than 40 (15, and 30) so there is a 5% chance a multiple of 15 will be picked (2.5×2=5)
