an adjective clause is just a group of words with a subject and verb that provides a description. clauses usually start with who/whom/that/which/where/when/why its basically just more info in a sentence and they are usually set off with commas so, that means that the SECOND one is correct: "When the sun came out, we decided to go ahead with the meeting. Pedro, who has been all over the world, gave a thorough presentation on travel safety."
