The polar climate zone is the coldest of the three zones. Why is this?

Sun radiation is delivering the major part of heat to the earth's surface. As the polar regions (the surfaces) are far from being perpendicular (as the areas closer to equator) the amount of radiation they receive is minimal. This is why those areas are rather cold (and dark).
