Vietnam was a French possession before WWII. Most of France was occupied by Germany during the war. Controlling a possession half a world away was the least of their worries.
The Vietnamese people got used to having a weak or non existent overlord.
When the War was over, France could barely take care of itself without help from the US. But they went around to the Vietnamese and tried to act like nothing happened. The Vietnamese people thought the French should take a hike.
