yes it should be the comma splice
if you add a comma, the sentence would be like this
Children screamed with delight as the silly clown paraded around the arena, but the parents were not amused.
It connects two independent clauses
Children screamed with delight as the silly clown paraded around the arena.
The parents were not amused.
