I think they want the x where 25% of the area under the curve is to the left of x. From the your standard normal cumulative distribution table, that occurs at about -0.67 std dev below the mean.

with a mean of 70 and variance of 100 (std dev = 10) you should get 70 - 0.67*10 or about 63.3
