Definitely not the first one.  Not too many health professions can prescribe.  
Most counselors are tasked with being supportive and sharing and explaining information.  
Really the first part of B and the first part of D would be the best answer.
IT is probably D, but counselors probably don't actually interpret the tests, but rather share the results with the client.
