What did a federal judge rule about Japanese relocation 40 years after the fact, in 1986?

OpenStudy (anonymous):

The judge ruled it was a legal act, though regrettable. The judge ruled that the government had the power to do so, but only in wartime. The judge ruled that only non-citizens should have been relocated. The judge ruled it was an illegal violation of the Constitution.
