@sharimiller Wrong section. @BarreraA Wrong answer.  This was a policy made in the 1950s under Dwight D. Eisenhower, the Supreme Commander of the Allied Forces in Europe during World War II.  This is the time period that is the start of the Cold War with the USSR.  Hint: it might be tangentially related to the phrase "mutual assured destruction".
