well tangents from an external point are equal...
so if JA = 10 then JB = 10
if KC = 9 then KB = 9
so JK = JB + KB so JB = 10 + 9 JB = 19
I'll let you finish.... and using this idea you should be able to find the length of each side and thus the perimeter

side LK = LC + KC remember about tangents form an external point LC = LA
