why does the Algebra 1 book repeat the same material that is in the 8th grade math book for the first 8 chapters?

I have no idea what book you're using. My guess is that your Algebra course will build on things from your 8th grade math course. There is repetition to make sure you haven't forgotten anything important. Math is a very cumulative field. You can use algebra all the way through advanced university level courses, just in a more complex manner, so its important that you build a strong foundation, even if it seems redundant now. Practice makes perfect!
