I think A, since sometimes the potential energy can be negative, for example, the potential energy of a particle inside the gravitational field of the Earth is negative. Furthermore, potential energy can depend on the distance between two particles, keep in mind that the potential energy of two molecules inside a gas, depends on the relative distance between those molecules. Chemistry is not related to gravitational Potential Energy
