I think it is the last answer. If the pituitary gland were to secrete even more oxytocin as it is stimulated by it then it would keep on producing more and more of it the more it got stimulated by the growing amount in the bloodstream.

If the pituitary gland were to decrease production as it senses more and more oxytocin in the bloodstream and the opposite were true that would result in a steady amount of oxytocin.
