im not sure what they call the method in your material, it was called "elimination" when i took the class many moons ago .. study up on it and tell me what you get from it

ive heard it call "addition" method before ..

its A by -3 because you are subtracting the 2x and the 3z; which equals 1 i think

multiplying eqution A by -3, would eliminate (hence the name elimination method) the x variables when added (hence the name addition method), we want to eliminate the z
