Well Britain was stronger than France. And Germany had 100 and Kaiser Wilhelm II (The German Leader) was a little jealous because on how much Britain. So they did a triple alliance with France and Britain but France didn't have much to offer so they kicked France off and the German and Britain were allies so it would be C.
