Most plants should be planted in the spring. It is important to wait until after the frost is over, so there is less of a chance that they will freeze. Plants also have a better chance of surviving in the spring because the frequent rains keep them watered.

Traffic is a serious problem in most cities. Exhaust from cars causes pollution. One way this problem can be solved is by having people carpool and ride to work and school together. Another solution might be to walk or ride a bike instead of driving into work or school.

All schools should require that students wear uniforms. Uniforms are good for students because when everyone is dressed the same, it is less likely that anyone will be singled out or picked on for wearing a certain type of clothing. Although some kids would not want to wear them, all schools should enforce a uniform policy to help students feel like equals.

On a rainy day it's nice to spend time with family. Sometimes rain keeps us indoors, but we can use that time to play games and do indoor activities with family members. Rainy days are a good opportunity to get to know your family better.

I don't know, the first three answers could be the actual answer. I think that since A and B say the word "most" that they aren't persuasive because the reader could be in the city that isn't effected. I would probably go with C like you said earlier.
