A cone that fits inside a cylinder has the same height as the cylinder and also has the same radius of the base as the cylinder. That means r and h are the same in the two formulas. The only difference is the 1/3 fraction in the volume of a cone. So the answer is 31 because the volume of the cone has the same height and radius as a cylinder and is 1/3 the size and that's what the formulas show.
