y= mx + b is slope intercept form where m is slope and b is y-intercept so replace m by -3 and x and y by (1,-2) order pair then solve for b(y-intercept)

m = -3 and x y values are (1,-2) first number belongs to x-coordinate 2nd one is y-coordinate so replace x and y by (1,-2) solve for b
