ok... so match the digit to the arrival situation 6 on time, 5 on time, 9 late, 2 on time, 6 on time so now its a difficult question of the 5 flights you have 4 on time and 1 late so I'd expect the experiment needs to be repeated a few times so you can draw conclusions about the probability... sorry I can't do a lot beyond that as it doesn't tell you how many times you should repeat the experiment... you might repeat it using 20 digits... and see what happens.
