There's a mental technique that works for a problem like this. If you understand that 28% is really 28/100, then you can reduce 28/100 to 7/25. So then the question becomes what is 7/25 of 75? From here you can simply divide 75 by 25 and then multiply the result by 7 to get the correct answer.
