No, because if users had the ability to create new subjects, the spam would be way out of control for the moderators to moderate.
For example, let's say someone created a new account just to medal spam to get a higher SmartScore. They post question after question, closing them, then getting a higher engagement score. They could keep doing this because the moderators and other users would have no clue that the subject was even created.

OpenStudy features several varieties of subjects to choose from; you should be able to find the subject you need here which has already been created.


Only the admins can create new subjects.
