Well, it can't be A because it doesn't give you step by step instructions on how to put gas in the car/replace the filter, it just tells you that you need to. It can't be C because there are no photos along with the information. It can't be D because it isn't telling you not to do anything, it's telling you what you need to do. So it would have to be B because it's telling you that your car is out of gas/the filter may be clogged - this is the "if" part of the sentence. It tells you to put gas in the car/replace the filter - this is the "then" part of the sentence.
