There was a lack of new factory jobs in the north due to the fact that the manufacturing of weapons and other items used during the war was over, the south depended on slaves to keep their economy afloat, and the infrastructure of the south was definitely shattered by the war so the answer is definitely B since reconstruction did not pose a major economic problem at the end of the war.
