I think B works too, but I also believe A and C are also valid answers

Censorship has been used in the past by the government as a means of intellectual oppression (a particular example that comes to mind is Chairman Mao during WWII), and C is definitely true because censorship limits the information than people have access to, thus limiting someone's ability to form their own opinion on the subject
