Its definitely not D, philanthropy means the love of humanity, and the slaves, unfortunately, were not treated well. The slaves did not run the government, however, it could be A, for political reasons, although they did want to make sure that they had the most votes, and the slaves helped them get those extra counts in congress. to conclude, its either A or C.. you can ask somebody else..
