Yes, Open Study is just Q&A help. I don't believe there are any classes.

Anyone can use any sort of open textbook, etc. to self study. Well, if you are self studying, where do you ask questions? OS adds that. If you want something more directed you need to sign up for something like edX, Coursera, Udacity, etc.
