Well, the external link has to be on-topic with the post. As for the chats, they aren't allowed now .-.

Everything needs to have valid copyright use. For educational purposes there is an exception... but that does not cover chat. As such, some mods are being more vigilant about the applicatio of that part of the TaC to chats.
