Tsunamis cause violent flooding and pull debris and people back into the ocean. Perhaps Poseidon has rebellious child who runs away every so often, and when asked for help finding the runaway, Gaia is busy and refuses assistance. Out of anger a great wave is sent out that drag half a city back, the child along with. Because it worked (although many other were drowned) and because he now has a grudge against Gaia, impatient and temperamental Poseidon repeats this tactic from then on instead of asking for help every time the errant offspring goes missing.
