What impact did Emperor Constantine's establishment of the “New Rome” (Constantinople) have on the Roman Empire? The expense of building the new city impoverished the later Empire. The pope moved his headquarters from “Old Rome” to “New Rome.” The empire became divided into an eastern and a western half. “New Rome” forged an identity that ceased to be genuinely Roman.

i found this It shifted the balance of power from Rome to the East. As the West declined, the Eastern Empire prospered. Constantinople became the new center of the empire's political and commercial power because of the new challenges there. Rome was too far from the "action" as it were.
