yes, slope is 35. so it means that for 4 hours the charge at 35$ must be 4x35 right?, which means that there is a fixed cost b, which is 200(35 x4) =?
all you need to find is the fixed cost, and identifying your rate ASAP. 

SO  c= mx +b
       c=35x  +b (please solve for b )
