Coulomb's law states the force between charged particles is inversely related to the distance between them squared and the potemtial differenc is related to the distance between them. Your question is actually one of physics maybe with quantum mechanics as to what point the forces balance out in a subatomic way, but then the total force is zero in equilibrium.
