Since one factor of p(x) is p + 7, no matter what the other factors of p(x) are, the factor p + 7 evaluates to 0 at x = -7. Since zero multiplied by any number is zero, no matter what the other factors of the function are, at -7 function p(x) evaluates to zero, so p(-7) = 0.
