Why is it important? [If someone is not careful around drunk drivers they could become seriously injured or even killed. There are many incidents of drivers who are drunk that have caused accidents.]

Here are the first two paragraphs of the article ---

Whether going to a Bolts or Rays game, enjoying Busch Gardens, spending time on the water, or enjoying the vibrant nightlife, residents and visitors are taking advantage of everything the Tampa Bay area has to offer. But while we all enjoy this flurry of activity, we need to be extra vigilant against the dangers of driving under the influence in our communities.

One of our primary missions at Mothers Against Drunk Driving is to educate drivers to make better choices when consuming alcohol, such as choosing a non-drinking designated driver, calling a cab, taking public transportation or using a smartphone to request Uber.

It sounds more like an opinion (I don't think many people would disagree with it, but it is not as hard and fast a fact as "x number of people are injured every year in accidents involving drunk driving). Maybe if you find a fact like that from the article, it will be easier to finish the questions. If you still have trouble I'm right here.

Since what the thesis actually says isn't important for this question, create a thesis that builds on or is an opinion you would reach that's informed by this fact. Silly example: FACT: Chocolate cake tastes good.
THESIS: I support Free Chocolate Cake Day at my school since chocolate cake tastes good.
