Well, I don't really have any guesses, it is just really confusing. But if I HAD to guess, it would be C.

Look at the numbers on the grid at the bottom. The first data set goes from 11 to 17. The second goes from 12 - 18. The have from 12 to 17 in common. That's a very high amount of overlap.
