The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex. Congress shall have power to enforce this article by appropriate legislation.

Prior to the 1960s African Americans were forced to pass literacy tests, poll taxes, and White primaries excluded them from voting. African American's weren't educated so they could not pass the literacy tests that were required of them to vote. When 1960 hit 29% African American's of voting age were registered to vote.
