The explicit meaning is that the cats are very squished in the animal shelter. The implicit meaning is the hidden message, which is that the cats are so crowded, because there are too many cats, hinting that people should adopt a cat to allow the animal shelter to open up.

You don't need to add to it. It's fine the way it is. I'm pretty sure your teacher would prefer a two sentence description as opposed to a two paragraph description.
