Well if you look at NJ and states like it, you can see it is small compared to other states.. and if representatives were based on populations then control would be given to the bigger populated states. So it's because NJ did not have a big population. And the New Jersey Plan ( https://en.wikipedia.org/wiki/New_Jersey_Plan ) was born. Sorry for the late response too, was afk :)
