Hi, well first of all a "solution" cannot be a solid so that is why steel and plastic can be eliminated. Next we have milk and water. A solution is made up of two parts, a solvent and a solute. Imagine a glass of a water with sugar dissolved inside. The water would be solvent because it makes up more of the volume of the solution, whereas the sugar is the solute because it is dissolved within the solvent. so yeah the answer is milk lol

Solutions can solid. Many gasses dissolve well in metals, such as hydrogen in palladium. In fact, if I recall correctly, this was a investigated method for making a "gas tank" for hydrogen powered engines.
