Is a placebo being used in the statistical study described?

A skin patch contains a new drug to help people quit smoking. A group of 100 people have volunteered to participate in a study to test the skin patch. 50 are given a patch with the new drug and the other 50 are given a patch with no drug. After 6 weeks the participants are surveyed regarding their smoking habit.

This is kind of ambiguous, since a placebo works under two conditions:
1. The people that you give the placebo do not know that it is a placebo , i.e. they think they are taking a real pharmaceutical drug
2. The placebo does nothing , i.e. it is not a drug
From the experimental setup, we know that condition 2. is met with the patch of 50 people that take a fake prescription. However, we do not know if they were told that this is a fake drug.
Even tho some recent studies show that the placebo effect still works if the patients know about it, the wording of the question is sort of unclear. I think you should probably with C. still
