It is the mathematical description of the observations made by Tycho Brahe, and subsequently formalized by J.Kepler in his three famous laws
In general a scientific theory develops, on a metaphysical foundation, in that sense the law of universal gravitation may be not considered a scientific theory, since it has no metaphysical foundation
