The Greek philosopher Plato compared society to a sailing ship with government steering the ship. He stated that the people who steer the ship would need to know how to navigate. Plato argued that most sailors knew too little about navigation to steer the ship properly. What form of government was Plato probably arguing against?

I believe he is talking about a democratic government, something such as people not knowing how to rule themselves.
