Ranchers had problems with keeping cattle because of thieves

I know they had problems keeping cattle but idk if it was because of thieves. But when you think about it, there's always gonna be thieves and if a thief sees a cow and nobody watching it, cow's are worth good money, so im pretty sure its true :)
