He had been a prosecutor and judge, U.S. solicitor general under President Harrison, the first civilian governor of the Philippines, and Roosevelt's Secretary of War. Although more conservative than his predecessor, Taft filed twice the number of antitrust suits as Roosevelt, and the Supreme Court upheld the breakup of Standard Oil under the Sherman Antitrust Act
