firstly simplify: y = 2x - 3 + 4

so what does -3 + 4 = ?

yes :) So y = 2x - 3 + 4 is the SAME as y = 2x + 1 (all we did was simplify... So now if we compare y = 2x to y = 2x +1... the "2x +1" just means that it will shift UP by 1 unit...
