How do you graph y=-3x-1

You know 1 is the y intercept so draw a dot at (0,1). You know 3 is the slope, so go 3 up and 1 over and draw another dot. Do the same thing as many times as necessary for you to see the outline of the line and then connect the dots and draw arrows on the ends.
