is there a way that I can tell if another user's account has been blocked?
I dunno... is there like a sin-bin somewhere, with a countdown beside each username?

or is this a Mod's only function?

There exists no such thing as far as I'm concerned. They don't block accounts, they just make it disable if it contains special characters, such as: @#$%

In OpenStudy,

Block : Its when a user 'blocks' another user to NOT get messages from the blocked user.
Any user can block any user (except mods, they can't be blocked *evil smile*)

Suspend :
Its when a moderator blocks access to OpenStudy site for a certain user for certain period of time.
Only mods can suspend :)

yes, mods "punish" bad users by suspending them.
Though we give out warnings first.

A separate list is NOT maintained anywhere.
(except Mira, she has a crown, so she can see/do whatever she wants :P )

Mods get email every time any mod warns or suspends any user.
So, if you need to know whether a particular user has been suspended, we can search that user in our email.
