- - - - - - - - - Why was keeping a continental army difficult under the Articles of Confederation, leading to changes in the U.S. Constitution? States with smaller populations did not want an army. States with larger populations did not want an army. Congress had to raise a national military separate from the states. Congress could not force states to pay for troops' needs.
