well a tangent only has 1 point of contact with the circumference of a circle

the tangent is also perpendicular to the radius

this link shows how to draw a perpendicular to a point...

in the link... the point R will become the centre of the circle or fish pond, and the radius will be RK

the line PQ is the tangent or water pipe
