<2 and <18 are corresponding angles, furthermore also <18 and <10 are corresponding angles. So <2 and <10 are corresponding angles by the transitive property

Aren't they supplementary because they're same-side interior angles if a and b are parallel?

That is only if line c and line d are parallel because they are dividing angles 4 and 14.
