slope intercept form is y = mx + b m = slope and b = y-intercept you need to start by subtracting 2x from both sides of the equation then divide every term by 3 that will put the equation in slope intercept form.

I'd choose 3 points x = -3 x = 0 x = 3 substitute each value to get a corresponding y value you have 3 points plot them and draw a line through them...
but if you want to use the slope and intercept... plot the y-intercept 400 then from that point fall 2 and run 3 plot the point... then draw a line through the 2 points |dw:1435174751712:dw| I prefer the 3 point method hope it helps
